we need to convert that in the appropriate encode

The process is a bit more than that, anyway. This ini format can't actually be read by the released version of the patch; it was made for an experimental system I built for the next version.

This means that for the current version, it needs to be converted to C&C strings file format.
The steps for that are:
-Removing the extra lines before "0=" at the top (the "[CustomStrings]" header and the "Last=755" line) so the 0= line is the first.
-Removing the ##= before all lines and converting the file to the DOS-860 character set (both actions can easily be done with an editor called Editpad Pro)
-Opening the file in Ingame Strings Editor, looking for all ` characters and replacing them by line breaks with ctrl-enter
-using "Save as" in the Ingame Strings Editor to saving the result in Tiberian Dawn strings file format, as "conquer.ita"
